What part does planning play?
Land tends to be offered for certain in one of three ways.
With planning consent.
Without planning consent.
Subject to planning consent.
When a piece of land is sold subject to planning, the interested buyer will agree to buy the site and exchange contracts as long as they are able to secure the planning consent they need to develop on the land (this agreement will be covered by what is known as either an option or conditional contract). So it becomes the buyer’s responsibility to submit the planning application at their own cost and when/or crucially if the planning consent is granted the sale will be completed. And while selling a site in this manner has risks and can be protracted a lengthy process It is by no means insurmountable.

We received a card through the post from Sawyer & Co saying that our property had been highlighted with having the potential for development. This is something we had looked into previously without success, however, we thought we would respond to see what they had to say.
Sawyer & Co were very professional when we subsequently met up with them and they were very enthusiastic about our chances to develop. They explained that they had a number of developers who they could show our property to and we agreed to let them do this on our behalf. A few developers looked at our property and after some negotiation with one of them we agreed a price for the site.
